The 1881 census shows Cynthia's father as Percy Charles Whalley, a Major in the Royal Artillery born in Everton Or Easton, Northamptonshire, England c. 1838. Her mother was Florence Mabel Whalley (née Ewing) born c. 1881 in Hobart, Tasmania, Australia.
Cynthia's parents are shown as living at this time in "South Hook Fort" which is on the northern shore of Pemrokeshire in Wales.
The 1901 census shows that Cynthia's father has retired and is living in East Teignmouth with his family at Woodway Cottage. At this point the children present are Percy, Roger, Pamela and Cynthia. The family have four live-in servants (a cook, a serving maid, a housemaid and a coachman).
Cynthia is shown on this census as having been born in Teignmouth, Devon c. 1893.
The records of the Church of St. Giles, Northampton shows the full names of Cynthia's siblings to be Humprey Eyre Whalley (died in infancy), Percy Roger Whalley, Pamela Doris Cicely Whalley, and Barbara Florence Whalley.
Cynthia's brother Lieutenant Colonel Percy Roger Whalley DSO commanded 3rd Battalion of the Worcestershire Regiment on the Somme and served almost continuously with that Battalion until he brought them home after the Armistice.

Census records show the house to be Woodway House, Teignmouth.
The 1911 census shows Cynthia still living at Woodway with her father (now a widower), her sister Pamela and three servants (a cook, a parlour-maid and a sewing-maid).

From May 1915 to August 1918 Cynthia worked full-time as a Queen Alexandra's Imperial Military Nursing Service (QAIMNS) nurse on detachment to VAD.
During that time she served at the Exeter War Hospital, Devon and the 46th Stationary Hospital, Etaples, France. 18th August, 1918 to 14th February, 1919 (this was the Etaples Isolation Hospital until January 1917).
